Virginia Governor Bob McDonnell says he will allow his state to default to a federal health insurance exchange by the November 16th deadline. The “Richmond Times-Dispatch” reports that McDonnell, a Republican, has accepted the fact that with President Obama elected to a second term, implementation of the Affordable Care Act cannot be stopped. However, he still does not want to expand Virginia’s Medicaid program nor set up a state-based exchange. McDonnell says he also reserves the right for the state to choose a different course in the future
