Moving Towards Tougher Teen Driving Laws

A national movement is underway to tighten up all state laws involving teens who text and use cell phones while driving. Currently, a trooper can’t pull over a teenage driver solely for texting or using a cell phone because those are considered secondary offenses. The STANDUP Act would pay states to pass tougher laws, such as restricting night-time driving for teens. State records show from 2005 to 2010, crashes involving teen drivers in Virginia took 765 lives.
