Gov. Bob McDonnell has a proposition for lawmakers: Public school teachers would get 2 percent pay raises if legislators make it easier to fire incompetent teachers. The governor is calling for a two-percent salary increase for the state’s public school teachers, guidance counselors, librarians, instructional aides, principals and assistant principals.
