A Senate panel is clearing the path for a measure to bar smoking in a vehicle when there are kids on board. The bill would permit police officers to pull over and ticket anyone smoking when kids under 15 years of age are also in the vehicle. Its sponsor, Senator Ralph Northam of Norfolk also sponsored legislation some years ago to ban smoking in restaurants.
