The Bedford County Board of Supervisors and the town of Bedford last week made a resolution of adding support for “first day introduction requirements for bills with fiscal impact on Virginia local governments.” The resolution from the Governor’s Task Force for Local Government Mandate Review is in response to local concern about state mandates that sometimes shift costs to localities. Virginia code requires a statement of fiscal impact for when any local government will have to spend more money or lose income. Support for a “first day introduction” bill also is on Lynchburg’s 2014 legislative agenda.
