The Department of Environmental Quality announced Wednesday that the James River is safe for recreational use. The group has been monitoring the water in the James since the train derailment and oil spill, three weeks ago. DEQ officials say the river, is clear of any remaining oil from the spill in time for the holiday weekend. But warn of a higher level of water than usual.
