Police: Do you know who owns these “severely neglected” dogs?

From Lynchburg Police: Lynchburg Animal Control is investigating an animal cruelty crime regarding two dogs. On November 6, 2015 at approximately 1130 hours, Animal Control responded to the area of Old Forest Rd. and Acorn Hill for a report of two dogs running at large. The dogs were found to be severely neglected, dragging metal chains, and possibly abandoned.  Dog #1 is described as a black pit bull, male, with a white stripe on the nose, neck, and chest. The dog was wearing a blue collar. Dog #2 is described as a black pit bull, female, with a white patch on the chest. The dog appeared to have had a recent litter of puppies and walked with a limp due to a previous injury on her right leg. The dog was wearing an orange collar. Animal control is attempting to identify the owners of the dogs.
