Proposed Bill Could Protect CVTC And Other Training-Center Residents

Sen. Steve Newman has proposed a bill that would, in effect, head off the state’s agreement with the U.S. Department of Justice to close the Central Virginia Training Center in Madison Heights and move its residents into community-based housing by 2020. Under the proposed law, community-based homes for intellectually disabled people should match the quality of care provided by the training centers where they now live. Virginia’s 2012 agreement requires it to close four of its five state-run training centers; Residents are to be moved into smaller, community-based housing units and group homes. Newman and supporters believe the most severely disabled residents cannot live outside without a full hospital setting. Statewide, six individuals who were transferred out of training centers have died.
