City authorities say James Street will be closed to west bound traffic from Carroll Avenue to Stadium Road to allow for street and shoulder improvements. East bound traffic from Stadium Road to Carroll Avenue and all expressway ramps will remain open during construction. Emergency vehicles will only be able to travel in a one-way direction from Stadium Road to Carroll Avenue. The project starts on Thursday May 8 and is expected to last four weeks.
