Lynchburg City Council is considering removing some of the 29 projects and line items from the five-year capital improvements plan, in order to make room for the reconstruction of Heritage High School. Media outlets report considerations will range from whether a project is necessary to address a safety concern. Officials say some priorities on the wait list — such as general street work and retaining wall replacement — still will be funded, but on a more limited scale. Council will discuss options during a budget work session April 8.
