City of LynchburgFrom the City of Lynchburg: Lynchburg City Manager Kimball Payne announced today that he has appointed a new Director of Emergency Services, Melissa Foster. She has been employed with the department for 15 years in several positions and most recently served in an acting capacity when the former director, William Aldrich retired earlier this year.  Foster was first hired in 1998 as a Public Safety Communications Specialist and was promoted to Supervisor in 2006. In 2008, she was promoted to Deputy Director.

She holds a number of certifications with the Federal Emergency Management Department (FEMA), the Virginia Department of Emergency Management (VDEM) and the Association of Public Safety Communications Officials (APCO).   “I am very happy that we were able to fill this important position with someone of Melissa’s experience and capabilities. She is well prepared to handle the duties of director and to ensure that Emergency Services continues to operate effectively,” said City Manager Payne.  “I am excited about taking this next step with the city. Emergency Services has a history of providing great service to the citizens of Lynchburg, and I look forward to being a part of that continuing legacy,” said Foster.
