Nelson County officials are working on a plan to implement a state-mandated Virginia Stormwater Management Program. The Nelson County Times reports, the switch to a locally administered storm-water program will not affect all developers; single residential developments would not be impacted unless they disturbed a land area greater than 1 acre. According to the article, the County will need to have submitted its application by January 15 to be a local Program Authority to the DEQ. The final draft must include policies and procedures, a draft of the ordinance, funding and staffing plans and a partnering agreement with the conservation district. By April, a final adopted ordinance and application is due to DEQ, and the program would be approved and implemented by July 1. An extension of the deadline is going to be considered at the 2014 General Assembly legislative session.
