The Campbell County Board of Supervisors voted last week to move from a soft billing status for EMS to hard billing. Soft billing is when a bill for service is mailed to the user three times. If, after the third bill, it isn’t paid, the bill is essentially written off. A request was made for the county to begin using a hard billing system in which the billing company would bill the user a maximum of three times and then turn the account over to a collection agency if it remained unpaid. Officials say the county would capture an estimated additional 10-12 percent in revenue using hard billing. The process goes into effect July 1; an educational plan will be implemented for citizens outlining the cost.
