A draft proposal was released for a new civic center Wednesday by Liberty University. A civic center has been on the city’s wish list for decades –The News & Advance reports, in the this latest proposal, LU will offer to donate the land on Candlers Mountain Road to the city. Also, according to the article, the school would lend money to the city to build the facility and pay rent to use it for events. Lynchburg would own and operate the facility under a “sports authority” and Liberty would have a long-term lease — with right of first refusal. City officials are expected to gathering more information about traffic conditions and other issues; recommendations to Council would likely not come until after budget deliberations in May.
