Photo: police seek cell phone thief at River Ridge

From Lynchburg Police: The Lynchburg Police Department is investigating the theft of a cell phone that occurred at the River Ridge Mall in Lynchburg.  They are trying to identify the adult black female who attempted to sell the stolen smartphone on September 26, 2016.  The female was captured on video surveillance.
