Developers of a new Lynchburg apartment complex are retracing their steps through the city approval process. The Kirkley Apartments was granted a conditional use permit by Lynchburg City Council last year; but now is reworking its way through the city approval process after allowing its land use permit to lapse. No changes have been made to the plans; and the project hasn’t started construction yet. The Lynchburg Planning Commission voted on Wednesday to approve the request; it now advances to council for a final decision.
