Lynchburg City Council on Tuesday voted to repeal the annual fee to non-residents who use city libraries. Doing away with the $25 fee is in an effort to move forward with a regional system with Bedford and Campbell counties. The measure was recommended by a consulting firm advising the city and counties in the ongoing study; council passed a resolution directing city staff to implement a plan to establish the regional library system.
