From the City of Lynchburg: City Manager, Kimball Payne has declared a state of emergency for the City of Lynchburg in anticipation of the severity of the winter storm predicted to hit Lynchburg on Friday, January 22. This action comes on the heels of the statewide disaster declared by Governor Terry McAuliffe earlier today. The City Manager’s declaration enables the City to request state and/or federal resources should it become necessary. Additionally all non-essential City government offices will be closed on Friday, January 22. “I’ve made the decision to close our non-essential offices after conferring with senior staff. If we get the amount of snow that has been predicted, travel will be treacherous,” said City Manager, Kimball Payne. “We are telling our residents to stay home if at all possible and therefore, it makes sense to have our employees do the same in those offices that are not critical to our emergency response. The fewer people out on the roads, the better.”

The offices that will be closed are those which do not provide any public safety, snow removal or other 24-hour service to citizens. Any late fees or fines accrued due to the closing will be forgiven. The closures include:
- All City Hall Departments
- Lynchburg Visitors Center and Department of Tourism
- Parks and Recreation including all Community Centers
- Lynchburg Museum and Point of Honor
- Lynchburg Public Library and its Downtown Branch
- Lynchburg Department of Human Services
- Concord Turnpike Convenience Center
- Lynchburg Community Market
