A law was passed nearly two years ago mandating localities to create their own storm water management program and enforce it come July 1. Local officials and elected leaders across the state have voiced fears for years that the mandate would require governments to impose new fees or increase existing charges associated with permits needed for construction. Saying if state legislators don’t make changes to that law passed in 2012, residential and commercial developers could be required to pay a stormwater fee and buy a filter system. Currently, there is a bill in the General Assembly to delay the implementation of the program for a year.
