Charges have been certified against a Chesapeake man accused of swindling a Hurt woman out of thousands of dollars in a sweepstakes scam. 58 year old, Luis Albert Bell is accused of obtaining money under false pretenses in October 2013. Authorities say Clara Stump received a telephone call in early September claiming she had won $2 million. To claim the jackpot, the caller said Stump needed to send money to cover the fees and taxes. Authorities say Bell claims he too had been promised winnings and was instructed to get “sponsors” in order to receive the money. The case will go before a grand jury.
